The implementation of the keyboard shortcut – access keys is a
variant of the United Kingdom Standard. This variation includes shortcuts
to the various page segments within the Web page content.
The table is two-column with the name of the shortcut
listed and followed by its shortcut key value.
Implementation of Keyboard Shortcuts.
A combination of shortcut keys and tab navigation has been used to help in
the navigation of the Web content. Since there is a potential and conflict with
most browsers and assistive technologies in their own use of keyboard shortcuts,
HTML keyboard shortcuts are
limited in their practical use and application.
I have attempted to minimize this negative impact and still create a
functional way of implementing a shortcut method for site navigation that
is usable across the widest array of user agents and foreign keyboard layouts.
Structure of Keyboard Shortcuts used within
the Content.
I have used the United Kingdom Standard that uses numeric keys to navigate
to the commonly used and important generic content Web pages such as home
pages, site search and map pages, contact pages, main skip navigation link, etc.
Since the content is highly structured, I have assigned shortcut keys to the
various content segments of the Web pages. This includes the header and footer
elements of every page, the main and general menus, the sidebar columns and
the main content column of every page. This allows a user to then tab through
each of these independent segments, individually, without having to tab through
an entire content page. It has in essence reduced the number of access key values
required and thus reduced possible conflicts of those values with the ones that are
being used by the browser, various user agents and foreign keyboard layouts.
Until all user agents and the W3C,
along with the Web design community and software application developers, can
agree on a true standard of implementation of shortcut navigation within Web
content, the use of shortcut keys will remain cumbersome, at best.

The difficulty and complexity of implementing a functional
device independent method for page navigation should never be
the reason for its lack of use or development.
Keyboard shortcut navigation is not just a benefit to those
with disabilities. It has a benefit and use for all Web site
users.
Most of us have experienced instances wherein the mouse seems
to take on a mind of its own. It is frustrating and compounded
when it occurs while researching Web content. When a viable
method of access keys and tab values have been built into the
structure of the Web content, the site visitor can literally
disregard the use to the mouse and navigate the Web content
with the keyboard.
